The people behind the standard.
Six operators with combined experience across central-bank digital currency infrastructure, institutional asset management, venture capital, capital-markets execution, and regional project delivery. The team that wrote L3RS-1 and runs the desk that uses it.
Standard authorship
Original authors of L3RS-1, the five specification papers, and all seven theorems.
Capital-markets execution
Senior structuring and allocation experience across JP Morgan, BNP Paribas, SoftBank Capital.
Regulated infrastructure
Deployed inside a sovereign CBDC sandbox. In continuous development since 2013.

Zurab Ashvil
Original author of L3RS-1. Founder of L3COS. Built Georgia's first interbank currency exchange in 1992.
Zurab is the original author of the L3RS-1 standard and the founder of L3COS, the chain-and-network-agnostic infrastructure from which L3RS-1 derives. L3COS has been in continuous development since 2013 and was deployed inside a sovereign-grade CBDC sandbox in 2020 — proven across multiple regulated production environments years before the L3RS-1 standard itself was published.
Earlier in his career, Zurab founded the Tbilisi Interbank Currency Exchange in 1992 — Georgia's first interbank FX market — which was subsequently absorbed into the national financial infrastructure. He holds a doctorate in cybernetics and applied mathematics from Tbilisi State University and previously held senior investment and technology leadership roles at SoftBank Capital. In 2020 he published a guest essay from inside the Bank of England CBDC sandbox.

One team, end-to-end.
Standard authors.
The same team that wrote L3RS-1, the Cryptographic Specification, the Flow Liquidity Engine paper, the Tokenomics paper, and the Architecture paper. Five papers, seven theorems, twenty-two specification sections — all produced in-house.
Capital-markets operators.
Senior leadership has run institutional capital across emerging markets, hedge funds, real assets, and digital assets. The desk that structures a deal is the desk that has done it before — not a vendor learning on your transaction.
Engineering & cryptography.
Continuous development on L3COS since 2013. CBDC sandbox deployment in 2020. The proof layer is mechanized against EasyCrypt and Tamarin on the published roadmap. Engineering depth is the difference between a standard and a vendor offering.
Eight launch chains. One standard.
L3RS-1 ships at launch on Ethereum, Solana, Base, Arbitrum, Polygon, BNB Chain, Avalanche, and Stellar. The same compliance envelope holds across every one of them.
